The Central Government’s commitment to providing essential commodities at affordable rates to the common public has led to the introduction of various schemes. Among these, the availability of Bharat Atta and rice at reasonable prices is set to revolutionize access to essential food items. What’s noteworthy is the introduction of inexpensive Bharat Atta and rice at railway stations, marking a significant initiative by the railways to enhance accessibility.

Initiative Details:

Initiated by the Northeastern Railway, this groundbreaking initiative aims to benefit individuals residing near railway stations, vendors, and daily commuters. Going forward, ration sales will be facilitated within the station premises itself, ensuring convenience for all.

Trial Period:

This innovative arrangement is initially scheduled for a three-month trial period. During this time, commuters can procure flour and rice directly from railway stations. Sales will be facilitated through mobile vans stationed within the station premises. The success of this trial phase will determine the potential for making this arrangement a permanent fixture.

Mobile Van Operations:

Mobile vans will be stationed at railway stations for 2 hours, offering commuters the opportunity to purchase flour and rice. However, vendors are not permitted to make announcements; they can only utilize banners for advertising purposes. Additionally, the agency selected for the three-month sale period will maintain consistent pricing throughout the duration.

Affordable Pricing:

The pricing for Bharat brand flour and rice has been fixed for the convenience of consumers. Bharat brand flour will be available at Rs. 27.50 per kilo, while rice will be priced at Rs. 29 per kilo, ensuring affordability for all.

Expansion to 505 Stations:

This revolutionary facility has commenced its operations at 505 railway stations across the country, including prominent stations like Lucknow, Gorakhpur, Chapra, and Varanasi. The widespread availability of Bharat Atta and rice underscores the government’s commitment to providing relief to the general public through accessible and affordable food options.

The introduction of Bharat Atta and rice at railway stations represents a significant step towards ensuring food security and accessibility for all segments of society. With the promise of affordable pricing and convenient access, this initiative holds immense potential to transform the way essential commodities are procured and distributed across the nation.

Union Minister Piyush Goyal took a pivotal step in tackling rising food prices and expanding access to essential commodities by launching 100 mobile vans for distributing ‘Bharat Atta’, a nutritious and affordable wheat flour. Consumers can also purchase Bharat Atta at a consistent price of Rs 27.5 per kilogram from various retail outlets, including mobile vans operated by NAFED, NCCF, Kendriya Bhandars, and other cooperative outlets. This initiative, supported by 2.5 lakh tonnes of wheat, aims to empower the public with access to affordable food staples

Bharat Atta Scheme

To combat inflation and make wheat flour more accessible to the public, the government has allocated 2.5 lakh tonnes of wheat for the production and sale of Bharat Atta. This Bharat Atta Scheme aims to further reduce food prices by providing consumers with an affordable option for their wheat flour needs.

In its ongoing efforts to control retail prices of essential commodities, the Food Corporation of India (FCI) effectively sold 2.87 lakh tonnes of wheat from its buffer stock to bulk consumers through the 19th round of e-auction. Since June, FCI has been utilizing the Open Market Sale Scheme (OMSS) to release wheat and rice from the Central pool to bulk buyers, including flour millers and small traders, through weekly e-auctions.

The latest e-auction saw 2,389 bidders successfully procure 2.87 lakh tonnes of wheat at a weighted average selling price of Rs 2,291.15 per quintal, surpassing the reserve price of Rs 2,150 per quintal. This demonstrates the strong demand for wheat and the effectiveness of OMSS in managing market prices.

Features of the Bharat Atta Initiative

The Bharat Atta Initiative is a welcome step towards ensuring food security and affordability for millions of Indians. It is a testament to the government’s commitment to providing basic necessities to its citizens. Here are some of the key features of the Bharat Atta Initiative:

  • Affordable price: Bharat Atta will be sold at a uniform price of Rs. 27.5 per kilogram, which is lower than the prevailing market prices.
  • Wide availability: Bharat Atta will be available through a network of physical and mobile retail outlets across the country.
  • High quality: Bharat Atta will be made from high-quality wheat procured from farmers.
  • Sustainability: The Bharat Atta Initiative is expected to be sustainable in the long run, as it will provide a stable market for wheat farmers.

The wheat flour, branded as ‘Bharat Atta’, is being distributed through various retail channels to ensure it reaches a wide spectrum of consumers, such as:

  • Kendriya Bhandar
  • National Agricultural Cooperative Marketing Federation of India Limited (NAFED)
  • the National Cooperative Consumer Federation (NCCF)

In addition to wheat flour, the government is also vending chana dal at Rs. 60 per kg under the same ‘Bharat’ brand.
The initiative is aimed at enhancing the availability of wheat flour in the market at reasonable prices and contributing to the stabilisation of its price.

Bharat Atta Initiative and Open Market Sale Scheme

The Open Market Sale Scheme, aimed at ensuring adequate wheat supply and stabilizing prices, will continue until March 31, 2024, with a target of offloading approximately 101.5 lakh tonnes of wheat during this period.

In a significant move to protect vulnerable consumers from rising cereal prices, Prime Minister Narendra Modi recently announced the government’s plan to extend its free food grains program for an additional five years. This decision aims to shield around 80 crore consumers from the impact of price fluctuations ahead of the upcoming general election.

While the extension of the free food grains program is a welcome initiative to protect vulnerable consumers, it also entails significant financial implications for the government. To sustain this expansive welfare program, the government will need to allocate additional resources and increase the procurement of wheat and rice from farmers.

How can I get Bharat Atta?
Bharat Atta is available for purchase through the following channels:

  • NAFED outlets: NAFED operates a network of over 15,000 retail outlets across the country. These outlets are selling Bharat Atta at a uniform price of Rs 27.50 per kilogram.
  • NCCF outlets: NCCF operates a network of nearly 2,000 retail outlets across the country. These outlets are also selling Bharat Atta at Rs 27.50 per kilogram.
  • Kendriya Bhandars: Kendriya Bhandars are government-run fair-price shops that sell essential commodities at subsidised prices. They are also selling Bharat Atta at Rs 27.50 per kilogram.
  • Other cooperative outlets: Several other cooperative outlets are also selling Bharat Atta. You can find a list of these outlets on the websites of NAFED, NCCF, and Kendriya Bhandars.

Synopsis
  • In a bid to maintain stability in food prices during the festive season, the Indian government has unveiled a subsidized packaged wheat flour initiative accessible to all consumers.
  • Termed “Bharat Atta,” the scheme aims to release a quarter of a million tonnes of state-owned wheat to various cooperative outlets and federations.

Bharat Atta

Distribution Channels: The government has chosen Kendriya Bhandar, a network of cooperative general stores, along with the National Agricultural Cooperative Marketing Federation and National Cooperative Consumers’ Federation, as the primary channels for distributing Bharat Atta.

Reduced Price: Bharat Atta is offered at a reduced price of ₹27.50 per kilogram, which is lower than the earlier rate of ₹29.50 at Kendriya Bhandar.

Expansion: To ensure accessibility, the subsidized flour will be available at Kendriya Bhandar, NAFED, NCCF, government cooperative outlets, and food vans operated by NAFED and NCCF.

Government Support: The government is facilitating this scheme by milling the wheat through firms selected through a tender process, thereby minimizing the milling cost, which is approximately ₹1.80 per kilogram for large wheat millers.

Why such a move?

Free Cereals: PM recently announced that cereals would be provided free of cost to 800 million beneficiaries entitled to subsidized food for the next five years.

Price Controls: The government has implemented various measures such as banning wheat and rice exports, setting a floor price for onion exports, and reducing import duties on pulses to combat rising food prices.

Election Context: These anti-inflation measures come as India faces key assembly elections in five states and a general election in the near future.Challenges in implementation

Cereal Inflation: Despite a significant wheat harvest, India continues to grapple with high cereal inflation, which has persisted for over a year, reaching double digits.

Record Foodgrain Production: The fourth and final round of estimates for the 2022-23 crop output indicates a record high in foodgrain production. However, wheat production slightly decreased from initial estimates.

Positive Outlook: Despite minor fluctuations, wheat production remains higher than the previous year, reflecting a positive outlook for addressing food price concerns.

The government’s subsidized wheat flour initiative, Bharat Atta, exemplifies its dedication to ensuring that the joy of the festive season is not marred by soaring food prices.

Union Minister for Consumer Affairs, Food, and Public Distribution, Piyush Goyal, is set to inaugurate the subsidised Bharat Atta sale today at 2 pm. Priced at an affordable Rs. 27.50 per kilogram, Bharat Atta will be made available through cooperative institutions like NAFED (National Agricultural Cooperative Marketing Federation of India Ltd.) and NCCF (National Cooperative Consumers Federation of India), among others.

Back in February, the Union government had signalled its intention to distribute three lakh tonnes of wheat to various cooperatives and Kendriya Bhandar, in addition to the sale of wheat flour. In an effort to combat inflation, the government has also reduced the per kilogram price of Bharat Atta from Rs. 29.5 to Rs. 27.5

Simultaneously, the sale of subsidised Bharat Dal is already in progress to mitigate inflation in the pulse market.
Just last month, Food Secretary Sanjeev Chopra had foreseen an ample supply of wheat, rice, and sugar, ensuring stable prices during the festive season. With a 3.5% annual inflation rate in wheat, he affirmed the government’s readiness to enhance OMSS (Open Market Sale Scheme) sales from two lakh tonnes if the situation demands.
Export of wheat and rice remains prohibited, as part of the government’s strategy to guarantee sufficient availability and affordable access for consumers.

While certain segments of traders and exporters have approached the government, seeking relaxation on various fronts, including export permissions, the government stands firm in its resolve to restrict wheat and rice exports, guided by the fundamental principle of catering to the needs of India’s vast population of 1.4 billion.

The Union Food and Consumer Affairs Ministry released more stocks of ‘Bharat’ brand atta through 100 mobile vans and through the outlets of Kendriya Bhandar, NCCF and NAFED

With wheat flour (atta) becoming costly around the festival season, the Union Food and Consumer Affairs Ministry released more stocks of ‘Bharat’ brand atta through 100 mobile vans and through the outlets of Kendriya Bhandar, National Cooperative Consumers’ Federation of India Limited (NCCF) and National Agricultural Cooperative Marketing Federation of India Limited (NAFED) here on Monday. The atta will be available at ₹27.50 per kg. The national average price of atta as of Monday was ₹35.93.

Many interventions
Flagging of the sale, Union Food Minister Piyush Goyal said the step was in continuation of several interventions the Centre had made to stabilise the prices of essential commodities. “This is the latest among a series of steps taken by the Government of India for the welfare of ordinary consumers. The launch of retail sale of ‘Bharat’ brand atta will increase supplies in the market at affordable rates, and will help in continued moderation of prices of this important food item,” he said.

He said similar measures were taken in the past to cool off tomato and onion prices. “In addition, the Centre is providing Bharat dal at ₹60 per kg through Kendriya Bhandar, NAFED and NCCF to provide relief to consumers,” the Minister said. ‘Bharat’ atta will be available at all physical and mobile outlets of the Kendriya Bhandar, NAFED and NCCF from Monday and will be expanded to other cooperative retail outlets. “This will help boost availability and check prices of wheat flour,” Mr Goyal added.
